I think about Silco running his own charity. A lot of crime bosses did something of the sort to not just give them a decent public image, but also to somewhat engender loyalty from the local community. Al Capone opened a soup kitchen during the Great Depression that fed over 2,000 people a day (not with his own money though).

So yeah, while Silco definitely ran Zaun with an iron grip, he absolutely could have employed tactics real crime bosses did that would make the greater Zaun favorable to him. He could have opened his own soup, thrown block parties with really great food, or he could have even opened a cultivair, which is just an enclosed park in Zaun, chembarons in LoL lore actually do that.

Personally, I think in a world where Silco and Vander stayed together, Silco would have invented the Zaunite version of the Girl Scouts (unisex).
